The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of contrasting events captured the harsh reality of the current period. By day, political struggles are conducted: optimistic declarations are released from different nations. Significant resources is devoted on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from across the border, a capability enabled by up-to-date information. From observation points, defense planes that had been deployed to engage hostile cruise missiles roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.

Moments later, Kyiv's missile defense engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, probably delivered by Western nations. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to resigned acknowledgment: maybe the approaching threat won't hit its mark this time, protecting urban areas from devastation and further power outages.

Ongoing Risks

Soon after, a heavy machine gun engaged a drone in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its objective.

Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on Western support – a dependence that European nations are evidently unprepared to fill in the near term.

Ineffective Peace Efforts

The 28-point plan from US administration provoked deep reactions, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually win the battle. This cycle will, no doubt, persist.

Political Considerations

It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership functions according to a principle understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government presumes that it is unfeasible to compel Moscow to relinquish the land that it currently occupies in Ukraine's south or east.

The challenge is that while recognising this factual reality, Washington does minimal to deter Moscow, through words or deeds, from believing that the situation will not change more in its favour in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a complete military breakdown until conditions improve in its advantage.

Current Realities

Factually, there are no actual prerequisites for a armistice. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their objective will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.

These two forces are driving the talks.

Assessment and Future

It took a just a single week to eliminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new proposals based on old ideas are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and show certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
